National Strategy for Promoting the Rule of Law and Its Implementation in the Republic of Iraq (2025–2029)

Abstract

This document represents a comprehensive five-year strategic roadmap adopted by the Iraqi government in close coordination with the Kurdistan Regional Government, civil society organizations, and international partners. It aims to institutionalize justice, safeguard human rights, enhance transparency, and counter corruption. The strategy focuses on modernizing national legislation to align with constitutional principles and international benchmarks, accelerating digital transformation across judicial and security institutions, and enhancing institutional capacities—ultimately strengthening public trust and advancing Iraq's global ranking on international Rule of Law indices and the 2030 SDGs.
